National Small Industries Corporation (NSIC) is a Government of India entity under the Ministry of Micro, Small and Medium Enterprises (MSME). The responsibility of NSIC is to promote and aid the growth of MSMEs across the nation. NSIC registers Micro & Small Enterprises (MSEs) under the Single Point Registration Scheme for participation in Government Purchases.
The entities registered under the SPRS scheme of NSIC are eligible to get the benefits under “Public Procurement Policy for Micro & Small Enterprises (MSEs) Order, 2012” as directed by the Government of India. The validity of the NSIC Certificate is of 2 years from the date of registration.
BENEFITS EXTENDED TO MSEs HAVING VALID REGISTRATION:
Entities having NSIC certificates are exempted from Vendor Assessment on GeM Portal.
• Issue of the Tender Sets free of cost.
• Exemption from payment of Earnest Money Deposit (EMD).
• In tender, participating MSEs quoting price within the price band of L1+15 percent shall also be allowed to supply a portion up to 25% of requirement by bringing down their price to L1 Price where L1 is non-MSEs.
• Every Central Ministry / Department / PSU shall set an annual goal of a minimum of 25 percent of the total annual purchases of the products or services produced or rendered by MSEs. Out of the annual requirement of 25% procurement from MSEs, 4% is earmarked for units owned by Schedule Caste / Scheduled Tribes, and 3% is earmarked for the units owned by Women entrepreneurs. SPRS registered units are an integral part of the supply chain to the Government.
• In addition to the above, 358 items are also reserved for exclusive purchase from the MSE Sector.

Validity of NSIC Registration
Under Single Point Registration NSIC Certificate granted to MSMEs remains valid for 2 years which is renewed after the expiry of such 2 years. You must also note that Provisional NSIC certificate granted to MSMEs with a pecuniary limit of INR 5 Lakhs is valid for 1 year from the date of issue of the Certificate.
